HB3 update: send your email now! (time requirement: 2-3 minutes)


House Bill 3 is gaining momentum and the House will be voting on it today. The bill would direct about $6 billion to directly improving the public education system and would set aside close to $3 billion for lowering school district property tax rates across the state. By raising the basic per student allotment (from $5,140 to $6,030) and other mechanisms, the bill lowers recapture for school districts by almost 40 percent. Additionally, the bill funds full-day, high-quality prekindergarten for eligible students.

If it passes in the house, it will go on to the Senate. If HB3 goes into law, it will have a real world impact on Austin ISD. For example, while recapture (local money diverted to other school districts) will not be eliminated, AISD’s 2020 recapture payment would decrease by approximately $194 million (down from $800 million to slightly over $600 million). That’s $194 million that will stay in AISD! Over the next few years, with no change, AISD, and Austin tax payers, will be paying almost $1 billion out in recapture payments. We cannot let this happen.
